The representatives of International Civil Societies- Club for Social Initiatives, ONEFUTURE, Israel and International Diplomatic Club “Amicability,” Russia & India, during their recent visit to New Delhi, called for nuclear- weapons nations-India, US, France, UK and others to call an Emergency Summit to end the Russia Ukraine war.
According to them, today Mankind is on the verge of a nuclear catastrophe, which may occur due to the confrontation between the US and Russia. Instead of tolerant negotiations on harmonious geopolitical relations, the contradictions between the countries of the West and the East turned into “Cold War 2” and a terrible “fire war” in Ukraine, in the center of Europe.

At the same time, the parties are unlikely to agree to discuss the cessation of hostilities in Ukraine as the main issue, since the United States and Russia are not “obviously” warring adversaries,” said Sergey Dvoryanov, President of the International Diplomatic Club “Amicability,” Russia and India.
The experts feel that forcing Biden and Putin to sit down at the negotiating table can only be a discussion of global risks that threaten the destruction of all Humanity. This should be a topic that the media, public opinion, politicians, and ordinary citizens in any country cannot ignore.
“In order to hold such negotiations in the near future, it is necessary to include in the Global Political Agenda of the UN, the G20 Summit – 2023, BRICS, public movements for Peace and environmental organizations. We need to stress the “Pledge to never use nuclear weapons first by nations equipped with nuclear weapons, a pledge for – No First Use. This initiative should be led by India’s civil society and its political leaders. India is a country with nuclear weapons and it should take a leadership role in 2023 as head of G20 as well,” emphasized Grigory Pelman, adding that if no one uses nuclear weapons first, then a nuclear war will never start.
Currently, Western countries are rapidly increasing the supply of military equipment and technologies to Ukraine. It is widely admitted that Russia cannot be defeated on the “battlefield” and will defend itself with all available means. It is quite realistic that Russia will conduct a demonstrative, frightening test of nuclear weapons. If this does not lead to immediate negotiations between the political leaders of the US and Russia, then it is possible that Russia will use tactical nuclear weapons on the “battlefield”.
“Today Mankind is much closer to a nuclear catastrophe than in 1962 during the Cuban Missile Crisis. Then, thanks to the efforts of civil activists, it was possible to “force” US President Kennedy and Soviet leader Khrushchev to start emergency negotiations on the red phone and press the “full stop” button in time,” the experts highlighted.
Russia has an interest in never being the first user of nuclear weapons. It can be assumed that the Russian leadership is ready to take part in such an extraordinary Summit, and natural conditions will be offered that include Immediate Ceasefire, Stopping the supply of weapons, Termination of the US Lend-Lease 2022 program, Ending Western intervention in the military operations in Ukraine and Resumption of negotiations for a future world.
The experts said that the prime goal is to move from “Cold War 2” and the “fiery” war in Ukraine to negotiations and start building a Common Future based on the common values of Mankind. India should play the leading role of an initiator of the negotiations, possibly with the participation of the political leaders of Israel and France, the experts said.
The concluded by saying that the priority task is to achieve the speedy holding of an Emergency Summit – a conference of leaders of countries with nuclear weapons – the United States, Russia, France, Great Britain, India, China, Pakistan to discuss the initiative “Pledge to never use nuclear weapons first – No First Use.” The negotiations or dialogues in an emergency conference are a necessary step in order to stop the war in Ukraine and to prevent a global nuclear war.
